Tender for the Procurement of Firefighting, Rescue, and Other Equipment for the Needs of the State Emergency Service of Ukraine in Zhytomyr Region

Tender Announcement

The Blagomay Charity Fund (hereinafter – the Fund or the “Blagomay” Fund) announces a tender for the procurement of firefighting, rescue, and other equipment for the needs of the State Emergency Service of Ukraine (SES) in Zhytomyr Region, in accordance with the list provided below.
The tender is conducted for the purpose of purchasing equipment and donating it on a charitable basis.
 

Tender Start Date: 24 November 2025

Tender End Date: 08 December 2025


Procurement Subject:

  • Lot No. 1: Firefighting and rescue equipment

  • Lot No. 2: Personal protective equipment

  • Lot No. 3: Quadcopter

  • Lot No. 4: Various equipment and tools

  • Lot No. 5: Light-duty trailer

Please note:
The tender consists of multiple lots; therefore, a proposal may be submitted for one, several, or all lots. When submitting a proposal, the participant must complete the corresponding lot sheet(s). The proposal must cover all items listed within the selected lot(s).


Tender Participant Requirements:

  • A tender participant may be a legal entity or an individual entrepreneur operating in the supply of the specified equipment.

  • A participant may not be a supplier offering goods manufactured in the territory of the russian federation or the republic of belarus.


List of Documents to Be Submitted by the Tender Participant:

  1. Participant Information in the following format: full legal name, EDRPOU code, registered address, phone number and phone of the responsible manager, full name of the responsible manager, email address (as indicated in Appendix 1).

  2. Registration documents in electronic form: Extract/Excerpt from the Unified State Register, VAT payer certificate, single tax payer certificate (if applicable), bank account confirmation, licenses (if applicable), authorization of the signatory.

  3. Documents confirming the compliance of goods with required standards: conclusions of the state sanitary-epidemiological examination, certificates of conformity, technical specifications/instructions/warranty cards, or any other documents confirming the quality and compliance of goods.

  4. Proof of experience in executing similar contracts under the procurement subject (minimum 1 completed contract, letters of reference, recommendations, etc.).

  5. Properly completed Appendix 1 – Commercial Proposal (must be downloaded, filled out, and submitted in PDF format).

  6. Any other documentation the participant considers relevant.


Product Requirements:

All supplied goods must be intact, new, unused, including not used as demonstration samples and not exhibited at trade shows, free from packaging damage, and properly labeled.
The participant must ensure appropriate storage and transportation conditions. During transportation, goods must be securely packaged to protect against weather conditions and any risks leading to physical damage.

Important:
Delivery of goods (direct to address) is at the supplier’s expense and must be included in the final price.
Delivery address for all lots: Zhytomyr Region, Baranivka (exact address will be provided upon contract signing).


How to Apply

Send all documents listed in the section List of Documents to Be Submitted by the Tender Participant to the email: tender@charitymay.com
Deadline: by 24:00 on the tender end date.
Proposals must be properly prepared (on official letterhead), signed, and stamped (if applicable).


Criteria and Evaluation Methodology

  1. Compliance of the participant with the tender requirements

  2. Compliance of the supplied goods with the product requirements

  3. Submission of all required documents on time and in full

  4. Delivery timelines

  5. Payment terms

  6. Preference will be given to the participant whose proposal fully meets all tender conditions and offers the optimal price–quality ratio based on required technical specifications.


Important Notes

The tender is considered valid if at least 3 proposals are received from suppliers.

Following the results, a tripartite Supply Agreement will be signed with the winner (Appendix 2 – Supply Agreement for review).

Suppliers who submit false information, have bankruptcy proceedings, tax debt, are affiliated with the Customer, or have an actual or potential conflict of interest regarding the procurement subject are disqualified from participation, with written notification provided by the authorized representative of the Customer.
