Tender for the Procurement of Fire-Rescue and Other Equipment for the Needs of the State Emergency Service of Ukraine in the Kherson Region
The Blagomay Charity Fund (hereinafter – the Fund or the Blagomay Charity Fund) announces a tender for the procurement of fire-rescue and other equipment for the needs of the State Emergency Service of Ukraine (SES) in the Kherson region, in accordance with the list provided below. The tender is conducted for the purpose of procuring the equipment and transferring it on a charitable basis.

Scope of Procurement:
Lot 1 – Fire-rescue equipment for the Operational Coordination Center of the Main Department of the SES of Ukraine in the Kherson region;
Lot 2 – Fire-rescue and other equipment for the 1st and 2nd Fire and Rescue Units (DPRZ) of the Main Department of the SES of Ukraine in the Kherson region;
Lot 3 – Rope-access equipment for the Rescue Unit of the Special-Purpose Emergency Rescue Detachment of the Main Department of the SES of Ukraine in the Kherson region.
Note: The tender consists of lots; therefore, a proposal may be submitted for one, several, or all lots. When submitting a proposal, the participant must complete the corresponding lot sheet(s). A proposal must include all items listed within the selected lot(s).
Eligibility Requirements for Participants:
– A participant may be a legal entity or a sole proprietor (FOP) operating in the supply of the specified equipment;
– A participant may not be a supplier offering goods manufactured in the Russian Federation or the Republic of Belarus.
List of Documents to Be Submitted by the Participant:

Information about the participant in the following format: full legal name, EDRPOU code, legal address, phone number, phone number of the responsible manager, full name of the responsible manager, email address (specified in Appendix 1).

Registration documents in electronic form: Extract from the Unified State Register, VAT payer extract (if applicable), Single Tax payer extract (if applicable), bank account confirmation, licenses (if applicable), confirmation of signatory authority.

Copies of documents confirming product compliance with required standards: sanitary and epidemiological conclusions, certificates of conformity, technical specifications/instructions, warranty documents or any other documents confirming product quality and compliance.

Proof of experience in performing similar contracts (at least one completed contract, reference letters, recommendations, etc.).

Properly completed Appendix 1 Commercial Proposal (must be downloaded, completed and submitted in PDF format).

Any other relevant documentation deemed necessary by the participant.
Product Requirements:
All delivered goods must be intact, new, unused, not previously used as demonstration samples and not exhibited at trade shows, without any damage to factory packaging or its contents, and must have appropriate labeling. The participant must ensure proper storage and transportation conditions. During transportation, goods must be adequately packaged to protect them from weather conditions and other risks leading to physical damage.
Important: Delivery of goods (including address delivery) is carried out at the supplier’s expense and must be included in the price of the goods in the proposal.
Delivery address for all lots: Kherson, 12 Vyshneva Street.
How to Submit a Proposal:
All documents listed in the section “List of documents to be submitted by the participant” must be sent to the email address tender@charitymay.com no later than 24:00 on the tender closing date. Proposals must be properly formatted on official company letterhead, signed and stamped (if applicable).
Evaluation Criteria and Methodology:

Compliance of the participant with eligibility requirements;

Compliance of the supplied goods with product requirements;

Timely and complete submission of all required documents before the tender deadline;

Delivery timeframes;
-
Payment conditions;
-
Preference will be given to the participant whose proposal fully meets the tender conditions and offers the optimal price-to-quality ratio based on the required technical characteristics.
Important:
The tender is considered valid if at least three proposals are received from suppliers.
Following the tender results, a tripartite Supply Agreement will be signed with the winning supplier (Appendix 2 – Supply Agreement for review).
Suppliers who submit false information, have records of bankruptcy proceedings, have outstanding tax debts, are affiliated with the Customer, or have a real or potential conflict of interest regarding the procurement subject shall not be allowed to participate in the tender. Such suppliers will be notified in writing by the authorized representative of the Customer.
