Charity Fund “BLAGOMAY” (hereinafter – the Fund or Fund “BLAGOMAY”) announces a tender for the procurement of roof repair services for an institution in Ukraine, according to the List provided below. The tender aims to carry out roofing works and transfer them as charitable aid.

The Fund “BLAGOMAY” will procure the service in full from one provider or in parts from several providers (if the full volume of services cannot be covered by one provider), selected based on the results of this tender, within 20 working days from the closing date of the tender.

Eligibility Requirements for Participants

1. The participant may be a legal entity or individual entrepreneur (FOP) operating in the field of roofing or construction services.

2. The participant must provide information in the following format:
   Full legal name, EDRPOU code, address, phone number, contact person’s name and phone number, email address.

3. Required registration documents in electronic form:
   Extract from the Unified State Register (EDRPOU), VAT/Unified Taxpayer Certificate (if available), licenses (if available), proof of signatory authority (e.g. appointment protocol, power of attorney), and a certificate of the bank account opening.

4. Copies of documents confirming compliance with required standards (e.g. declaration of conformity, conformity assessment certificate, analysis certificate), or any other documents issued in accordance with current legislation.

5. A guarantee letter or confirmation from the manufacturer (its representative office, branch), or an authorized dealer/distributor, confirming the ability to carry out the delivery, service, and warranty support of the equipment, as well as training, delivery to the facility, installation, and launch.

6. At least 3 recommendation letters from clients, including descriptions of previous deliveries.

7. Suppliers offering goods produced in Russia or the Republic of Belarus are not allowed to participate.

How to Submit a Tender Application

1. Submit all required documents as listed in the "Eligibility Requirements" section by email no later than 24:00 on the tender end date.

2. Attach a commercial offer including specifications, photos, terms and conditions, delivery time, warranty, and service costs.

3. The offer must be:

   • prepared on an official company letterhead,

   • signed, and if available, stamped,

   • and sent to the official email address: ischenko.andrii@charitymay.com

Tender Evaluation Criteria and Methodology

1. Compliance of the participant with eligibility requirements

2. Compliance of the proposed service with the stated needs

3. Timely submission of a complete package of documents and commercial offer

4. Procurement is awarded to:

   • the lowest-price bidder, provided the offer fully meets technical and financial requirements, or

   • the best value for money offer, if it meets all requirements and the Fund’s budget constraints

Important!

The tender is considered valid only if at least three bids are received.

Before the official announcement, the Fund’s responsible officer must conduct a market assessment and provide the selection committee with at least three price offers (price lists, screenshots, or invoices) and a comparison table of proposals.

Disqualified Participants:
Suppliers who:

• Provide false or inaccurate information

• Have records of bankruptcy or tax debts

• Are related parties to the procuring entity

• Have a real or potential conflict of interest
