
Tender for the Procurement of Services for an Educational Institution
Charity Fund "BLAGOMAY" (hereinafter referred to as the Fund or "BLAGOMAY" Fund) announces a tender to select a contractor for the manufacture and installation of a shelter in an educational institution in Ukraine, according to the List provided below. The tender is conducted for the purpose of installing shelters and donating them on a charitable basis.

Manufacturing, installation, and arrangement of a shelter.
The "BLAGOMAY" Fund will procure the service in full from one supplier or in parts from several suppliers (if the entire scope of procurement cannot be fulfilled by one supplier), selected based on the results of this tender within 20 working days from the closing date of the tender.
Tender Participant Requirements

A participant may be a legal entity or an individual entrepreneur (FOP) operating in the field of production and installation of protective structures.

The participant must provide the following information:
Full name of the participant, company registration number (EDRPOU), legal address, phone number and contact of the responsible manager, full name of the responsible manager, and email address. -
The participant must provide the following registration documents electronically:
Extract from the EDRPOU register, VAT/excise tax payer certificate or single tax extract (if applicable), licenses (if applicable), proof of signing authority (appointment protocol of director, power of attorney, bank account confirmation letter). -
Copies of documents confirming compliance with applicable standards (declaration of conformity, certificate of conformity, other certificates or permits), or any other document confirming fulfillment of requirements related to the conformity assessment object, issued in accordance with applicable law.

A letter of guarantee or a letter from the manufacturer (or its representative office, branch, or authorized distributor) confirming the ability to supply the goods and provide warranty service.

Product passport and other documentation required for commissioning and registration of the object.

The tender participant must not offer goods produced in the territory of the Russian Federation or the Republic of Belarus.
How to apply

Submit all documents listed in the section "Tender Participant Requirements" via email by 24:00 on the tender closing date.

Include a commercial proposal with descriptions, photos, delivery terms, warranty conditions, and pricing of the equipment.

All proposals must be properly formatted (on official letterhead), signed, stamped (if available), and sent to the following official email address: ischenko.andrii@charitymay.com, using the method and within the timeframe specified in this announcement.
Evaluation criteria and methodology

Compliance of the participant with the tender requirements.

Compliance of the goods or services with the stated requirements.

Timely submission of all required documents and commercial offers before the tender closing date.

Procurement will be awarded to the supplier offering the lowest price, provided the offer fully meets technical requirements and the Fund’s financial capacity, or to the supplier offering the best value for money, provided the offer fully meets the technical requirements and financial capability of the Fund.
The tender is considered valid if at least 3 bids are received.
Before the tender announcement, the Fund’s responsible person conducts a market analysis and submits to the Commission at least three price proposals (including price lists, screenshots, or invoices) and a comparative table of offers.
Suppliers who submit false information or have records of bankruptcy violations, tax debts, or conflicts of interest (real or potential), or who are affiliated with the Fund, will be disqualified from participating in the tender and notified in writing by the authorized representative of the Fund.
