Tender for the Procurement of Services for an Educational Institution
The charity fund “BLAGOMAY” (hereinafter referred to as the Fund or the “BLAGOMAY” Fund) announces a tender for the procurement of roofing repair services for a Ukrainian institution as outlined below. The tender is conducted to carry out roofing works and provide them as part of a charitable initiative.

- Service: Roofing works – 1 unit
The BLAGOMAY Fund will procure the service either entirely from one supplier or partially from multiple suppliers (if the full scope cannot be covered by one supplier). The suppliers will be selected based on the results of this tender process, and the procurement will be completed within 20 working days after the tender concludes.
Requirements for Tender Participants

Eligibility:
The participant must be a legal entity or an individual entrepreneur (IE) operating in the field of roofing services or similar construction work. -
Required Information:
Participants must provide the following:- Full name of the participant, EDRPOU code, registered address, contact phone number, name and phone number of the responsible manager, and email address.

Documentation:
Participants must submit the following in electronic form:- Registration documents (extract from EDRPOU, VAT payer certificate, single tax payer certificate, if applicable).
- Licenses (if applicable).
- Proof of authority for the signatory (protocol of director's appointment, copy of the proxy, or bank account details).

Service Compliance Documents:
Copies of documents confirming compliance with required standards (declaration of conformity, conformity assessment certificate, or analysis certificate) or any other document confirming compliance with applicable legal requirements. -
Guarantee Letters:
A letter from the service provider or an authorized representative confirming the ability to deliver, guarantee, and provide maintenance for the roofing services as specified in the tender requirements. -
Recommendation Letters:
At least three letters from clients describing the services provided and their completion details. -
Restrictions:
Suppliers offering materials or services originating from Russia or Belarus are not allowed to participate.

How to Submit an Application
- Submit all required documents (as described in the "Requirements for Participants" section) via email by 24:00 on the tender end date.
- Include commercial offers specifying the characteristics, photos, delivery terms, guarantees, and pricing.
- Ensure that offers are properly formatted (on official letterhead, signed, and stamped, if applicable) and sent to the official email ischenko.andrii@charitymay.com as specified in the announcement.
Evaluation Criteria and Methodology
- Compliance of the participant with the tender requirements.
- Compliance of the service with specified requirements.
- Timely submission of all required documents and commercial proposals for each item in the procurement scope.
- Selection of suppliers offering the lowest price, provided their offer fully meets the technical requirements and financial capacity of the purchaser, or suppliers offering the best price-to-quality ratio (economically most advantageous proposals), provided their offer fully meets the technical requirements and financial capacity of the purchaser.
Important Notes
- The tender will be considered valid if at least three applications are received.
- Before announcing the tender, the responsible person from the Foundation will conduct a market analysis and submit to the Commission at least three price proposals (including price lists, screenshots, or invoices) for the specified services, along with a comparative table of proposals.
Exclusions:
Suppliers providing false information, having records of bankruptcy violations, tax debt, or conflicts of interest with the purchaser will not be admitted to the tender. Such participants will be informed in writing by the authorized representative of the purchaser.
