
Tender for the Procurement of Services for the Implementation of the "GIRL POWER UKRAINE" Project
The Blagomay Charity Fund (hereinafter referred to as "the Fund" or "Blagomay Fund") announces a tender for the procurement of services for the implementation of the "GIRL POWER UKRAINE" project in accordance with the list provided below. The tender is conducted to organize training courses following the Fund’s methodology.

Procurement Subject: Services
The procurement covers four educational courses for girls from socially vulnerable categories in the following locations:
- Trostianets
- Lebedyn
- Svitanok
- Kharkiv
The Blagomay Fund will procure the services either fully from one supplier or partially from multiple suppliers (if the total procurement volume cannot be fulfilled by a single supplier). The selection will be based on the results of this tender process. The procurement will be finalized within 20 working days from the tender’s closing date.
Tender Participant Requirements

Eligible participants: Non-governmental organizations (NGOs) or charity foundations registered in Ukraine with experience in working with teenage girls from socially vulnerable categories.

Participants must provide the following details:- Full legal name
- Company Registration Code (ЄДРПОУ)
- Legal address
- Contact phone number
- Contact details of the responsible manager (full name, phone number, email)

Mandatory Registration Documents (in electronic format):
- Extract from the Unified State Register of Legal Entities and Individual Entrepreneurs (ЄДРПОУ)
- VAT payer certificate (if applicable)
- Single tax payer certificate (if applicable)
- Licenses (if applicable)
- Confirmation of signatory authority (appointment protocol, power of attorney, bank account details confirmation)

Proof of Experience:
- Links to informational resources or partnerships that confirm relevant project implementation experience.

Recommendation Letters:
- A minimum of three letters from partners involved in past projects.

Exclusion Criteria:
- Participants offering services that are also provided in Russia or Belarus are not eligible to participate in the tender.

How to Submit a Tender Application

Submit all required documents (as per the Tender Participant Requirements section) via email before midnight on the closing date.

Proposals must be properly formatted on the participant's official letterhead, signed, and sealed (if applicable).

Criteria and Methodology for Application Evaluation
- Compliance of the participant with the tender requirements.
- Compliance of the proposed service with the procurement requirements.
- Timeliness: All required documents and commercial proposals must be submitted before the deadline.
- Selection criteria:
- Preference will be given to the supplier offering the lowest price, provided that their proposal fully meets the requirements and financial capacity of the Fund.
- Alternatively, the Fund may select a supplier offering the best price-to-quality ratio (economically most advantageous offer), ensuring compliance with the requirements and financial feasibility.
Important Notes
- The tender is considered valid only if at least three proposals are received from suppliers.
- Before announcing the tender, the responsible Fund representative analyzes the market and submits at least three price proposals (including price lists, screenshots, or invoices) to the Commission for comparison.
- Suppliers who have submitted false information about themselves, have records of bankruptcy violations, outstanding tax debts, are affiliated with the Customer, or have a real or potential conflict of interest regarding the procurement subject are not eligible to participate in the tender. Such suppliers will be notified in writing by the authorized representative of the Customer.
