Tender for the Supply of Medical Vehicles to Public Healthcare Institutions
The Charity Fund "BLAGOMAY" (hereinafter referred to as the Fund or Blagomay Fund)
announces a tender for the procurement of Type C ambulances with medical equipment for public medical institutions in Ukraine, in accordance with the List provided below.
The tender is conducted for the purpose of purchasing equipped medical transport and donating it on a charitable basis.
- Tender start date: March 4, 2025
- Tender end date: March 23, 2025
Procurement Subject:
An ambulance (Type C) fully equipped with all necessary medical equipment for patient transportation, in accordance with standard requirements.
The Blagomay Fund will purchase the goods in full from a single supplier or in parts from multiple suppliers (if a single supplier cannot fulfill the full procurement volume). The supplier(s) will be selected based on the results of this tender, and the procurement will be completed within 20 working days from the tender's closing date.
Tender Participant Requirements:
- Eligible participants include legal entities or individual entrepreneurs (FOP) operating in the field of medical equipment supply.
- Participants must provide the following information:
- Full name of the company
- Registration number (EDRPOU)
- Business address
- Contact phone number
- Name and phone number of the responsible manager
- Email address
- Participants must submit electronic copies of registration documents, including:
- Extract from EDRPOU
- VAT payer’s certificate or single tax payer extract (if applicable)
- Licenses (if applicable)
- Proof of signatory’s authority (appointment protocol, power of attorney copy, bank account confirmation)
- Copies of documents confirming compliance with required standards, such as:
- Declaration of conformity
- Certificate of conformity assessment
- Analysis certificate or other legally recognized compliance documents
- A guarantee letter from the manufacturer (or an authorized representative, dealer, distributor) confirming:
- The ability to supply the product
- Availability of service and warranty maintenance
- Training for equipment operation
- Delivery, installation, and commissioning of the equipment at the medical facility
- At least three recommendation letters from previous clients, detailing past deliveries and locations.
- Suppliers offering goods manufactured in Russia or Belarus are not eligible to participate.
Product Requirements:
- The product must be new (not previously used).
- The packaging must be intact and undamaged.
- The product delivered to the medical institution must fully match the supplier’s commercial offer in both specifications and appearance.
- The cost of the product should be within the mid-price range of the market.
How to Apply:
- Submit all required documents outlined in the "Tender Participant Requirements" section to info@charitymay.com by midnight on the tender closing date.
- Attach a commercial proposal including:
- Product specifications
- Photos
- Delivery terms and deadlines
- Warranty conditions
- Pricing details
- Ensure that all proposals are:
- Properly formatted (on official letterhead)
- Signed and stamped (if applicable)
- Submitted via email as specified in the tender announcement before the deadline.
Evaluation Criteria & Methodology:
- Compliance of the participant with the tender requirements.
- Compliance of the supplied goods with product requirements.
- Timely submission of all required documents and commercial offers before the tender deadline.
- Selection of the supplier based on:
- Lowest price (if the proposal fully meets technical requirements and the Fund's financial capabilities).
- Best price-to-quality ratio (if the proposal provides the most economically advantageous offer while fully meeting technical requirements and financial capabilities).
Important Information:
- The tender is considered valid only if at least three applications from suppliers are received.
- Before announcing the tender, the Fund’s responsible person conducts a market assessment and presents at least three price quotes (including price lists, screenshots, or invoices) along with a comparative table of proposals to the Commission.
- Suppliers providing false information, having a record of bankruptcy violations, tax debt, a conflict of interest, or any affiliation with the Fund’s representatives will be disqualified from participation and notified in writing by an authorized representative of the Fund.
