Tender for the supply of equipment and provision of services for the installation of sensory rooms in state medical institutions of Kyiv and Sumy regions
The tender is conducted for the purpose of purchasing medical equipment and donating it for charitable purposes.

Turnkey equipment for sensory rooms
The Blagomay Fund will purchase the goods either in full from one supplier or partially from several suppliers (if a single supplier cannot cover the entire procurement scope).
Suppliers will be selected based on the results of this tender procedure, and the purchases will be made within 20 calendar days from the tender closing date.
Requirements for Tender Participants

The participant may be a legal entity or a private entrepreneur (FOP) operating in the field of medical equipment supply.

The participant must provide the following information:

Full legal name, EDRPOU code, address, phone number, contact manager’s name and phone number, and email address.

The participant must submit the following registration documents in electronic format:
-
Extract from the EDRPOU register; VAT or single tax payer certificate (if applicable); relevant licenses (if applicable); proof of the signatory’s authority (appointment protocol, power of attorney, or similar); and a certificate of an open bank account.

Copies of documents confirming product compliance with required standards (declarations of conformity, conformity assessment certificates, certificates of analysis), or any other documents proving compliance with applicable legislation.

Guarantee letter or letter from the manufacturer (or its representative, dealer, or distributor) confirming the ability to deliver, install, service, and train users on the equipment, as well as deliver and install it at the medical facility.

At least three recommendation letters from previous clients describing the type of equipment supplied and where it was delivered.

A participant cannot be a supplier of goods manufactured in the Russian Federation or the Republic of Belarus.
Product Requirements

All goods must be new, unused.

Packaging must be intact and undamaged.

Products delivered to medical institutions must match the technical specifications and visual appearancedescribed in the supplier’s commercial offer.

Prices must correspond to the mid-range market level.
How to Apply

Submit all required documents listed under “Requirements for Tender Participants” by 24:00 on the tender closing date.

Attach commercial offers describing product specifications, photos, delivery conditions and timelines, warranty terms, and prices.

All offers must be properly formatted on official letterhead, signed, sealed (if applicable), and sent to the official email address:

Evaluation Criteria and Methodology

Compliance of the participant with tender requirements

Compliance of the offered goods with product requirements

Timely submission of all required documents and commercial offers

The purchase will be made from the supplier offering:

the lowest price (if all technical and financial conditions are met), or
-
the best price–quality ratio (economically most advantageous offer), provided all technical and financial requirements are met.

Important!
The tender will be considered valid only if at least three applications are received from suppliers.
Before the official announcement, the responsible person from the Foundation conducts market research and submits to the Commission at least three price offers (including price lists, screenshots, or invoices) and a comparative table of proposals for the required goods.
Suppliers who are in violation of bankruptcy procedures, have outstanding tax liabilities, are affiliated with the contracting entity, or have an actual or potential conflict of interest concerning the subject of procurement shall not be admitted to participate in the tender.
Such suppliers shall be notified in writing by the authorized representative of the contracting entity.
