
Tender for the Supply of Equipment and Provision of Services for the Installation of Sensory Rooms in Public Medical Institutions in Kyiv and Sumy Regions
The charitable fund "BLAGOMAY" (hereinafter referred to as the Foundation or the "BLAGOMAY" fund) announces a tender for the supply of equipment and provision of services for the installation of sensory rooms in public medical institutions in the Kyiv and Sumy regions. The tender is conducted for the purpose of purchasing medical equipment and transferring it as charitable aid.

Turnkey equipment for sensory rooms
The "BLAGOMAY" Fund will purchase the full scope of goods either from one supplier or in parts from several suppliers (if it is not possible to cover the entire scope of the subject of procurement with a single supplier), selected based on the results of this tender process, within 20 calendar days from the end date of the tender.
Requirements for Tender Participants

The participant may be a legal entity or an individual entrepreneur (FOP) operating in the field of medical equipment supply.

The participant must provide information in the following format:
Full name of the participant, EDRPOU code, registered address, contact phone number and phone number of the responsible manager, full name of the responsible manager, and email address.

The participant must submit the following registration documents in electronic form:
Extract from the EDRPOU, VAT/excise payer certificate or single tax certificate (if applicable), licenses (if applicable), proof of authority of the signatory — minutes of appointment, power of attorney for the representative, certificate of bank account opening.

Copies of documents confirming product compliance with relevant standards (declarations of conformity, conformity assessment certificates, certificates of analysis), or any other document confirming compliance with applicable legal requirements.

A letter of guarantee or a letter from the manufacturer (its representative office, branch, dealer, distributor) authorized by the manufacturer, confirming the ability to supply the equipment, provide service and warranty support, conduct user training, deliver the equipment to the medical institution, and ensure installation and commissioning at the site.

At least three letters of recommendation from clients, indicating which equipment was supplied and to which institutions.

The participant may not be a supplier of goods manufactured in the territory of russia or the republic of belarus.
Product Requirements:

The product must be new, i.e., not previously used.

The packaging must be intact and undamaged.

The supplied equipment must meet the specifications and visual appearance stated in the supplier’s commercial offer.

The product cost should correspond to a medium market price level.
How to Apply

Submit all documents listed in the “Requirements for Tender Participants” section via email by 24:00 on the specified tender end date.

Include commercial proposals with descriptions of specifications, photos, delivery conditions and timelines, warranty terms, and prices.

Proposals must be properly formatted (on official letterhead), signed, sealed (if available), and sent to the following official email address: olena.nazarchuk@charitymay.com, within the specified time and method.
Criteria and Methodology for Proposal Evaluation

Compliance of the participant with the tender requirements

Compliance of the offered product with the technical requirements

Timely submission of all required documents and commercial offers for each item in the procurement subject

Goods will be procured from the supplier offering the lowest price, provided their offer fully meets the technical requirements and financial capabilities of the contracting party; or from the supplier offering the best price-quality ratio (economically most advantageous offer), under the same conditions.
Important!
The tender will be considered valid if at least three supplier applications are received.
Before announcing the tender, the responsible person from the fund will conduct a market assessment and submit to the Tender Committee at least three price offers (e.g., price lists, screenshots, or invoices) for the requested goods, along with a comparative table of the offers.
Suppliers who submit false information or are listed as bankrupt, have outstanding tax liabilities, are affiliated with the contracting party, or have an actual or potential conflict of interest regarding the subject of procurement will not be allowed to participate. Such participants will be notified in writing by the authorized person of the contracting party.
