Tender for Supplying Medical Equipment to State Medical Institutions and Rehabilitation Centers in Ukraine
The Charity Foundation "Blagomay" (hereinafter referred to as the Foundation or "Blagomay") announces a tender for supplying medical equipment to rehabilitation centers and state medical institutions in Ukraine as listed below. The tender is conducted to procure medical equipment and donate it charitably.

The "BLAGOMAY" Foundation will carry out the procurement of goods in full volume from one supplier or in parts from several suppliers (if it is impossible to cover the entire volume of the procurement subject with one supplier) chosen by the Foundation based on the results of this tender selection, within 10 working days from the end of the tender.
Requirements for Tender Participants:
A tender participant can be a legal entity or an individual entrepreneur (self-employed) working in the field of supplying medical equipment.
The participants must provide information about themselves in the following format:
Full name of the participant, EDRPOU (Unified State Register of Enterprises and Organizations) code, address of location, telephone number and telephone number of the responsible manager, full name of the responsible manager, and email address.
The participant must provide registration documents in electronic form: Extract from EDRPOU, VAT payer certificate, Single Taxpayer certificate (if available), Licenses (if available), confirmation of signatory authority - Protocol on the appointment of the head, copy of the power of attorney for the representative, certificate of opening a bank account.
Copies of documents confirming compliance of the goods with the necessary standards (certificates of conformity, assessment certificates, analysis certificates) or any other document confirming compliance with the requirements related to the conformity assessment object and issued in accordance with the requirements of current legislation.
A warranty letter or a letter from the manufacturer (representative, branch of the manufacturer) or the representative, dealer, or distributor authorized by the manufacturer, confirming the possibility of supplying the goods, providing service and warranty maintenance of equipment, training in working with such equipment, delivery of equipment to the premises of the medical institution, connection and commissioning of equipment in the premises of the medical institution.
Recommendation letters (minimum 3 letters) from customers with a description of the equipment delivered by this supplier previously.
A tender participant cannot be a supplier offering goods manufactured in the territory of Russia or the Republic of Belarus.
Product Requirements:
The product must be new, i.e., unused previously.
The packaging of the product must be intact and undamaged.
The product supplied to the medical institution must meet the requirements of specifications and have the visual appearance indicated in the supplier's commercial proposal.
The cost of the product must correspond to the average price range.
How to Submit an Application:
Submit all documents described in the Requirements for Tender Participants section to the email address specified in the tender announcement by 24:00 on the specified tender end date.
In addition to the documents, commercial proposals with descriptions of specifications, photos, delivery terms and conditions, warranties, and equipment costs must be included.
The proposals must be properly formatted (on official letterhead), signed, stamped (if available), and sent to the official address specified in the announcement at tender@charitymay.com, in the manner and time specified in the announcement.
Evaluation Criteria and Methodology:
1. Compliance of the tender participant with the requirements for participants.
2. Compliance of the product supply with the requirements for the product.
3. Timely submission of all necessary documents and commercial proposals for each item in the Procurement Object by the final tender end date.
The procurement of goods is conducted from the supplier offering the lowest price, provided that their proposal fully meets the technical requirements and financial capability of the Buyer, or from the supplier providing the best price-quality ratio (the most economically advantageous proposals), provided that their proposal fully meets the technical requirements and financial capability of the Buyer.
Important!
The tender is considered conducted if at least 3 bids are received from suppliers.
Before announcing the tender, the responsible person of the Fund conducts a market assessment and submits to the Commission at least three price proposals (including price lists, screenshots, or invoices) for the specified goods in the order and a comparative table of proposals.
Suppliers who provide unreliable information about themselves or have records of bankruptcy proceedings, or tax arrears, or who are affiliated with the Buyer, or who have a real or potential conflict of interest regarding the subject matter of the procurement, are not allowed to participate in the tender. This is communicated in writing by the authorized person of the Buyer.
