The Charitable Fund “BLAGOMAY” (hereinafter referred to as the "Foundation" or the “BLAGOMAY” Fund) announces a tender for the implementation of a sociological research study.

1. SUBJECT OF SERVICE PROCUREMENT

The “BLAGOMAY” Foundation announces a tender for conducting quantitative and qualitative sociological research to prepare an analytical report and implement the obtained data with the aim of improving service provision to children and families from vulnerable population groups.

Scope of services:

1. Quantitative research:
   Method of data collection: CATI (telephone interviews)
   Sample size: up to 800 respondents
   Geographical coverage: the entire territory of Ukraine (excluding temporarily occupied territories)
   Representativeness: respondents must be selected in accordance with socio-demographic characteristics

2. Qualitative research:
   Format: focus groups
   Number of focus groups: 5 in different regions of Ukraine
   Target audience: parents/guardians of children from vulnerable population groups, social workers, and experts in the field of social protection

The “BLAGOMAY” Fund will procure the services either fully from one provider or partially from multiple providers (if the entire scope cannot be covered by one provider). The selection of the provider(s) will be made based on the results of this tender, within 20 working days after the tender’s closing.

2. REQUIREMENTS FOR TENDER PARTICIPANTS

1. Eligible participants include legal entities (LLC) or individual entrepreneurs (FOP) specializing in sociological research.
2. The participant must provide the following information:

• Full legal name, EDRPOU code, and location
• Contact details of the responsible manager (phone number, email, full name)

3. Required registration documents in electronic format:

• Extract from the EDRPOU
• VAT or Single Taxpayer Certificate (if applicable)
• Licenses (if available)
• Document confirming the authority of the signatory (e.g., minutes of director’s appointment, power of attorney)

4. A participant will not be admitted if they:

• Provide services in the territory of Russia or the Republic of Belarus
• Have outstanding tax debts or are undergoing bankruptcy proceedings
• Have a conflict of interest with the “BLAGOMAY” Fund

3. HOW TO APPLY

1. Submit all required documents in electronic format by 24:00 on March 30, 2025, to the email address: denys.zhurov@charitymay.com
2. The application must include commercial proposals that contain:

• Description of the research methodology
• Service cost
• Terms and timeline for conducting the research
• Experience in conducting similar studies

3. All documents must be prepared on the company’s official letterhead, signed, and stamped (if applicable)

4. SELECTION AND EVALUATION CRITERIA

• Compliance of the participant with the tender requirements
• Timely submission of all required documents and commercial proposals
• The contract will be awarded to the provider who:
  • Offers the lowest price, provided full compliance with technical requirements, or
  • Offers the best price-to-quality ratio

The tender is considered valid if at least 3 applications are received from service providers.

Important! Prior to the tender announcement, the Fund's responsible person conducts a market assessment and submits to the Commission at least three price proposals (price lists, invoices, or screenshots) for the respective services for comparative analysis.

Suppliers who provide false information or are affiliated with the Customer will not be admitted to participate in the tender.
