A significant event took place in Kyiv — the presentation of the Annual Report of the Ukrainian Parliament Commissioner for Human Rights on the state of observance of human and civil rights and freedoms in 2025.
The event brought together more than 100 representatives of state authorities, local self-government bodies, territorial communities of Kyiv region, law enforcement agencies, the social and education sectors, civil society, and international organizations.
The panel discussion “Child Rights Protection System: Interagency Cooperation, Early Risk Identification, and Effective Support Mechanisms for Children and Families” focused on some of today’s most urgent challenges:
🔹 Developing family-based forms of care in Ukraine as a priority.
🔹 Creating effective tools for the early identification of children in difficult life circumstances.
🔹 Strengthening direct cooperation between social services, law enforcement agencies, and charitable foundations.
The presented statistics clearly show that the number of appeals to the Commissioner’s institution has increased by almost 260% compared to 2022. At the same time, thanks to the joint efforts of the state and its partners, 1,943 children have already been returned from the temporarily occupied territories and the Russian Federation, including 667 children in 2025 alone.
These figures confirm that the charitable sector must serve as a reliable support system and partner for state institutions in matters related to child protection.
